Khamenei has not been seen publicly since the February 28 strikes that killed his father and elevated him to the supreme leadership. His first substantive public communication to the external world is not a military statement, not a nuclear declaration, not a negotiating position. The message asks Gulf rulers whether "rogues without identity" would have dared to covet their lands if Muslims had been united. The "rogues without identity" is not Iran. It is the United States and Israel. Khamenei is offering Gulf monarchies a reframe: the adversary is not Iran's revolutionary ideology.
